The reason for the conflicting answers is that there are two different versions of "The Plank", both starring Eric Sykes. Bill is only in the 1967 version. I have seen it and can confirm Bill's short appearance.

and they are a horrible orange but it's a pretty good movie if you ask me i can remember watching it for the first time in 1997 i was at school and our art teacher ran out of stuff for us to do so we watched willy wonka and the chocolate factory-good times :b

No, the old Willy Wonka film's worth investing in... not only is there Tim's beautiful terror-stricken cameo, but once you get past all the ticket-finding gumph at the start, it's a lot of fun. None of that daddy-issues stuff the new film goes into, just obnoxious kids getting flattened, and I'd pay to see that.
