I dunno about Graeme (he was treated indifferently more than anything) but TBT was definitely "harrassed" in the modern day sense of office behaviour. Well it'd definitely be called that if the roles were reversed anyway. You may not have seen the uncut episode as one of the most direct comments to TBT was cut. Info about that can be found here

Did you know that Tony Blackburn got his revenge on the Goodies after they had him shot in "Scatty Safari"? He set his wife on them! (two of them anyway).
What actually happened was that Tessa Wyatt (then Mrs Blackburn) played Mildred in "Cunning Stunts" and sexually harrassed Tim and Graeme.
