That hooky thing's a mechanical bit of dinosaur, from The Truth About Killer Dinosaurs, which either was or wasn't presented by Bill, depending which version you saw. The UK got Bill, so did New Zealand. In Australia even SBS's pre-publicity said Bill would be in it, but they chopped him out and replaced him with a generic English voice-over and re-used the same CGI dinos over and over again to make up the lost vision.
