Oh man, thanks for those links!!  I followed the "ebay" link on the mobygames site and found a newer builder for XP.  The seller was called "Hoots."  How's that for a coincidence??  Anyway, I had to buy it.  If you're all willing to wait for a few more years, I may be able to work something out!

I've only seen a "pinball construction kit" that you could buy a few years ago, but I believe the layout was quite restrictive

Surely there is some crafty software engineer/games programmer out there who could develop a "virtual" version of this for the computer!

Just found an update to this file, as I must have chopped off the end of the word document (BBC cut backs and all........)

The last part of the document should have after "Misc" (if anyone is interested?) as per below.

Misc
====

When you start a game, you hear "Goodies... " Ball served, "Goodie, Goodie yumm Yumm". Then a funky version of the theme starts for ball 1 player 1 only. At other times during regular play the music will be chosen
~from: "Be There", the music used in the last scenes of movies, music in the same style as the theme from the 3rd and 4th series.

Outlane drains will sometimes get Tim doing his high-pitched whimpering.

Shooting Start Job when it's unlit sometimes gets a random "Push Off!", or "Thhhhhhhhhhhh".

VERY VERY VERY rarely the game will say: "And now a service announcement:
The BBC has announced a cutback of 100%." The machine will go completely dead .. but don't dispare, you get full points for all current running Jobs, and extra ball is lit at the start of your next ball.

Hitting Start with no credits gets Graeme "You pay a bob, or we do a Job"

Getting asked for initials for a high score, gets 'Land Of Hope and Glory!'

In order to give a better understanding of what this pinball machine would look like, the author makes references to other pinball machines.

Unless you have seen these machines or understand what TZ or WW stood for, it is a bit difficult to follow.

There is a pinball database on the net which has pictures of these machines, which might help visualise what they are talking about.

here are some links and clarification as to what some of the abbreviations stand for:

Twilight Zone (TZ) http://www.ipdb.org/machine.cgi?gid=2684
Bride of Pinbot http://www.ipdb.org/machine.cgi?gid=1502
Fish Tales (FT) http://www.ipdb.org/machine.cgi?gid=861
White Water (WW)  http://www.ipdb.org/machine.cgi?gid=2768
Jurassic Park (JP)  http://www.ipdb.org/machine.cgi?gid=1343
